What I really love about Speaking Clock Tell Me The Time, which works well for me on my Android 5+ phone, is the proximity sensor feature that allows me just to hover over the sensor and it will tell me the exact time ....

Talking Clock, which I use on my Android Pie phone, allows me to check the time by pressing a hardware button. This is sometimes handy, when I cannot look at the display....

  •  Works on Screen On and Screen Off when run in background
  • Cannot be disabled automatically when picking up the phone for a call 
  • Very few languages

Best thing for me is, that Voice Notification can read aloud not only SMS but also other messages like WhatsApp, and it announces the caller's phone number for callers not in my phonebook.

Talking Caller ID is bawsically the only app I had found that can still (sometimes) announce calls under Android 9, 

  • Different Languages 
  • Even on Android Pie (sometimes) Reads name or number on incoming call
  • Various settings for announcement
  • Caller ID does not  continuously work on all phones (Android 9 problem?), app needs to be manually disabled and re-enabled
  • App is no longer available on Google Play, alternative APK download
