QR Speech is my favorite talking QR Code reader at the moment. I It reads any text in a QR Code in my smartphone's system language. However, QR content like vcards or urls are also read aloud. recognized text can be displayed for a definable duration in customizable sizes. Numbers are read properly.

QRvox is the fee app to read codes generated by QRvox. But QRvox aalso reads any QR Code content, even urls and the like. The camera must be pointet quite exactly in order to read the code. After reading, parts of the code like URLs or numbers are displayed. Numers are not always read correctly, but they are displayed properly, From the display, you can open a link, call a number, etc..
